ACC-5070 is TESU’s Government and Not-for-Profit Organization Accounting course. It introduces accounting for state and local governments and not-for-profit organizations, from fund structure and the government reporting model through governmental, proprietary and debt service fund transactions to government-wide statements and nonprofit financial statements. What ACC-5070 is really about
Reck, Lowensohn and Wilson’s Accounting for Governmental and Nonprofit Entities is the text, and the eight-week course moves through six modules. Module 1 explains how accountability changes the purpose of reporting and how governments divide resources into governmental, proprietary and fiduciary funds, and Module 2 sets out the two-layer reporting model of government-wide and fund statements. Module 3 records the budget, taxes, encumbrances and transfers of a General Fund, and Module 4 turns to enterprise funds and debt service funds.
The last two modules widen the view. Module 5 converts governmental fund information into the accrual-based government-wide statements, explaining every reconciling item, and Module 6 covers private not-for-profit organizations and their net assets with and without donor restrictions. The final project then asks for a full set of statements for a nonprofit museum and a separate paper on governmental budgeting techniques.
What ACC-5070’s assessments ask for
Six graded discussions count 24 percent, six written assignments 42 percent, with some requiring short answers and others brief papers of two to five pages, and the two-part final project 34 percent: the nonprofit museum statements and a budgeting paper, 17 percent each. Expect fund classifications, budgetary and actual entries, enterprise fund cash flow statements in four categories, reconciliations of fund balance to net position and nonprofit statements with releases from restriction.
Where students lose points in ACC-5070
Points slip away when students apply business accounting to governmental funds: capitalizing equipment in the General Fund, accruing interest in a debt service fund, recognizing property taxes that will not be available within 60 days or treating transfers as expenditures. In nonprofit work, the usual losses are recognizing conditional grants too early and forgetting to release restrictions as restricted resources are spent.
